Establish your jurisdiction before anything else, because Applewood does not have one of its own. It is unincorporated, so Jefferson County is your building department, but the name is loose and the edges run up against Wheat Ridge, Golden and Lakewood limits. The county publishes an address lookup for exactly this question, and the answer changes which rules apply.

If the county has you, the permit threshold is two squares. A roof repair of more than two squares needs a permit under the Jefferson County supplement; two squares or less does not. That is double Lakewood's 100 square feet and double Wheat Ridge's, so the same repair can be exempt on one side of a street and permitted on the other.

Above the threshold the county allows no overlays at all. Only one layer of asphalt shingles is permitted, and a complete tear-off is required. Golden allows one overlay under 750 pounds per square and Englewood allows two layers. On unincorporated Applewood ground, a layover is simply not a lawful option regardless of what a bid proposes.

The county also licenses roofers properly.
